And the plans are being updated - but taken together, there is a plan to move on NK in the case of regime collapse - and there is a move to intensify sanctions and other pressure which is designed to bring about ... regime collapse.

I imagine you are referring to the sanctions. The UN has passed resolutions banning much of what North Korea has been up to lately, specifically their nuclear program but also their missile launches. And the UN sanctions have the full backing of the security counsel. However, most importantly, North Korea has always been warned about each round of sanctions. Every time NK readies a missile or bomb for test, the UN warns NK not to carry it out but if they do, they'll face more sanctions. And then NK carries out the test and then gets irate when the sanctions are enforced. And that's going on right now, the UN has warned them not to conduct their upcoming missile test, and if they do, there will be consequences.

So, North Korea plays a huge role in the amount of punishment they are receiving, but also, making it look like a purely American plan is kinda silly. Both China and Russia could veto UN resolutions and protect NK, but they are choosing not to. This tells me they probably lost influence with them and are now resorting to using the UN to push them in the right direction. And like I said before, if NK doesn't respond there may be a point when everyone in the security counsel decides to just take them out.

Personally, I see no parallels between what is going on NK today and what happened in Iraq. Quite the opposite actually. With Iraq the world was deeply divided, with one side claiming Saddam was an imminent danger to the world all while Saddam claimed that he had no capabilities and fully complied with all UN resolutions and opened his country up to inspections. In complete contrast, NK has pretty much united most of the planet against them, has violated UN resolution after another, has declared their nuclear capabilities and has also threatened all it's enemies with flaming death.

I've been thinking for a couple of days that this is more likely to be about China than to be about North Korea. China doesn't need a war in Korea right now and amping up the tension is a bargaining chip, but it also is a good excuse to move a lot of military resources into the area. China and the US are locked in a war right now where China has gained great manufacturing power and economic leverage but the US still has overwhelming military dominance. China is an existential threat to the US partly because of the self inflicted wounds of outsourcing. The only reason that the US is able to extract the wealth of the rest of the world (and use most of it to build more military power) is because the US dollar is still king. It has successfully staved off the Euro, both by attacking anyone that would trade in Euros for oil, and by attacking the Euro central banks through Goldman Sachs, and by neutralizing any other emerging currency blocks like Gaddafi's attempt at a pan African gold based currency.
China needs to be dealt with, but so will Russia and India. All of these nations have nukes so attacks will be directed at foreign interests or entanglements rather than home soil. South America was another sticking point especially Venezuela, but operations are well underway to turn that country bloody and try to reverse the revolution.
