I'd agree with that - both of those things.As for the buckets, agreed, #3 will be the only one to fill.

I found a page that had this puzzle on it and they say 3 & 4. It seems it is a matter of interpretation. If the tank is full when the water crests at the top of he black lines representing the walls then it is only 3, however, if max tank capacity is denoted by the white area then 3 & 4 is the right answer. It depends on interpretation.3 & 4 at the same time.

Hmm. I'd say it's probably somewhere in the ballpark of half of what two of each would weigh.
Actually, Fluffy's answer is a lot simpler than mine. I solved for each weight. His is a shortcut straight to the answer.
