it was a video of Perry explaining his proposed bill, which was distorted by media reports

He was proposing that people who passed a short safety & rescue class would not be stopped by police from entering a flood area and independently rescuing people

Rescue efforts by volunteers were being prevented in many area by police because of 'liability" problems
