No, the map is definitely not of Antarctica
look at the annotations, The Western Africa Area has black men & an elephant shown, above it is the Iberian Peninsula
The one of the inscriptions ( all are written in Turkish using Arabic letters ) says one of the maps that this map was based on was a captured "Portuguese Infidel ships maps"

the colored chart used for the map is very misleading because it is accidents by population
The death per motor vehicle column in the table is a better indicator, since many countries have very low rates of vehicle ownership, the accidents per vehicle are much, much, higher
