We had our own in Canada too. This stuff happens all the time. We have a mistaken notion that just because police enforce the law means they obey the law and yet we already know this is patently untrue. All sorts of sting operations require the cops to skirt (or break with the excuse that it's for the greater good) the law.

But the police (as an organization, not each individual officer) has a selfish motive for starting fights. Every confrontation increases police power. If the police handle a crowd badly (accidentally or deliberately) and it turns into a riot then they can make the case that they need more funding, more equipment, more officers and that means more power (and compensation) for the upper tiers of the organization.

Btw, just saw the movie Changeling with Angelina Jolie, and it clearly demonstrates how complete power corrupts completely. It's a must-see.
