    Red - it's all cumlative. Spending and programs Reagan put in place are there today continuing to not be funded. It's the fault of Bush, Clinton, Bush II, and Obama that Reagan's programs weren't backed out. Just as it's Obama's fault he hasn't closed the tax loopholes that Bush II created while Bush II was telling us that the return to deficits was a good thing. Both parties are playing the game.
