In my opinion the two are separate issues. Citizens turned traitor and taking part in hostilities against their home nation while at the same time taking shelter from some lawless 3rd world war zone is not the same as citizen traitors residing IN the home nation itself. Police simply can't go after people outside their own borders and extradition isn't always possible, whereas anyone operating inside the US - or even any nation with an extradition treaty - is fully capable of dealing with them using nothing more then regular law enforcement. There is simply no need to use the military or secret detentions when the regular police or court system will do. But, when that's not possible, allowing people to continue waging war against your own nation without any fear of repercussions is just stupid.
