There is also good - for example my cousin took about 9 months of money to get a job and back to work. There are certainly scum in any system. Billions is lost by our military industrial complex, for example. So how do we get auditors which help all of money be used more wisely?

Also, let's not forget what the government spends on many other unemployed black people (even if they had a job before the government got involved). Taxpayers fork over $24,000 a year in rent for each of these people and a lot of them should be out working instead - but the state won't let them. Where there's a profit to be made and the bill goes to the public ...
The 'Land of the Free' jails the largest % of it's citizens in the world. Most of this is due to US drug policy. It'll take a long time for Congress to get that what we're doing is clearly NOT working.
