    Without needing to prove their identity, anyone can claim the ballot of a deceased resident — or anyone else, for that matter, as long as they hadn’t voted, yet.

    Even the comatose can vote!
    here there was a locally notorious case in the Democratic Primary ( which determines who wins the seat, no Republicans on local ballot) One candidate was suing the other over the election results, and in a TV interview was complaining that "her votes hadn't been counted yet" which got her an elbow in the ribs from her attorney. The uncounted votes were all sealed absentee votes, the majority of which were from local nursing homes, which her campaign workers had "helpfully" requested absentee ballots for, and then had the absentee ballots mailed to her campaign headquarters. The problem was the other candidate had "helpfully" bused many of them to a an early voting site, which invalidated their absentee mail in ballots.
    A local tradition here are the "La Pachanga Election Parties" where the candidate throws a barbeque, everyone eats, drinks and gets drunk, gets on a bus and goes to early vote.
