And the Liberal Fake News outlets are claiming it is due to "Global Warming". Weather doesn't equal climate, until it fits their narrative.

Climate is the sum of all the weather. Shifting climate means the sum changes - it doesn't allow you to claim which events are due to global warming but the general number and size of events will drift in one direction. Smoke a cigarette and it doesn't mean you'll get lung cancer. Get lung cancer and it doesn't mean you are a smoker. But the statistics still support the proposition that cigarette smoking causes cancer - we just can't tell ahead of time who will get cancer.

volunteer army fans out to help communities
2016.jpg

John Brown, one of the volunteers, on his way to pick up evacuees in Woodlands.

John Brown brought his fishing boat, a battered 16ft skiff, and piloted it around submerged streets and avenues, seeking strangers to rescue.

Dale Montalban brought his wetsuit and waded into the churning murk, escorting people to the boats and hauling their bags.

Cassandra Luna bought a $9.95 life vest from Walmart and brought it in case someone, anyone, might need it.

All three were among the throngs of volunteers who fanned across flooded areas in and around Houston on Monday. They vowed to do so all week.

No one sent them and no one paid them – yet for the sake of people they had never met, they exposed themselves to pelting rain and ominous warnings that Hurricane Harvey, now a tropical storm, would unleash fresh mayhem.

Buffalo Bayou runs through downtown Houston, The reservoirs are usually dry and are used as a park when not holding rainwater .

The Addicks Reservoir, located about 19 miles west of downtown, will spill over for the first time in history by daylight Tuesday. The Army Corps started releasing water Monday at the Addicks and Barker reservoirs because water levels were climbing at a rate of more than 6 inches per hour.

The reservoirs were built after the devastating floods of 1929 and 1935, the reservoirs were designed to hold storm water until it could be released downstream at a controlled rate.

Harvey floodwaters put Houston reservoirs in 'uncharted territory'

Wow, this flooding is bad. Some of the worst in recent years.

Am I right to think the Army Corps are responsible for making this flood worse than it should have been by building those reservoirs?

Without knowing much about this particular anti-flooding project, I would guess that the overall effect of the flood is not made any worse by the reservoirs. On the contrary, I'd expect most floods in the area are somewhat mitigated by it, including this one.

I think the reason this one is so bad probably has more to do with:

I suppose it's possible that, because the amount of water is now beyond what the reservoirs were designed for, they have made a bad situation worse but I'd be surprised.

no
the flood of 1935 was 16f higher than Harvey is currently, with less total rainfall
The flood of 1979 had more rain ( 43 in ) over a smaller area
